Deep into the race for party nominations, we are constantly bombarded by “sound bites” from candidates and snide, snippy reports and commentaries by the men and women who cover them. Seldom do most Americans get to hear a fully conceived and delivered speech — a structured presentation of beliefs and plans of action.
